Vaughn and Cindy Telfer began their career ministry with OMS International in 1997 in the new field of Mozambique, ministering in evangelism, discipling and church planting.

During the tragic floods of 2000, Cindy cared for the health needs of hundreds of adults and children in relief camps, and Vaughn worked weekly with political leaders to establish a new community where more than 1,500 families, all victims of the flooding, were relocated. They organized flood relief camps, distributed more than 100 tons of food, oversaw the building of 34 flood relief homes and drilled two deep-water wells. Hundreds trusted in Jesus as Savior and were discipled, and scores were baptized, establishing a new church, preschool and ministry center in Khongolote. The Telfers assisted in opening the Maputo Bible Seminary in February of 2001. Vaughn directed the seminary for three years and has regularly taught as many as forty students.

The Living Word Evangelical Church, the official name of the OMS-related Mozambican church, was initiated in T-3 in 1997. The Bible school students and Every Community for Christ (ECC) teams have now initiated more than 20 congregations in four provinces.

Vaughn currently serves as OMS Regional Director in the “Heart of America”—Iowa, Kansas, Missouri and Nebraska. He has traveled to Africa, Asia and South America, encouraging missionaries, evangelism teams and church planters.

Vaughn graduated in 1978 with a B.A. in psychology from Spring Arbor College, a Free Methodist school in Spring Arbor, Michigan. He later completed a master of divinity degree at Nazarene Theological Seminary in Kansas City, Missouri. Vaughn has served as a pastor in churches in Michigan, Missouri and Kansas.

Cindy is a registered nurse. She completed her four-year degree at Rockhurst and Research College of Nursing in Kansas City, Missouri, in the spring of 1984.

The Telfers have three children. Jennifer, 21, and Phillip, 20, are a senior and sophomore at Indiana Wesleyan University. Joshua, 16, is a junior, attending Liberty Christian Academy in Wright City, Missouri.
